SYNOPSIS
         use ExtUtils::MakeMaker::Config;
         print $Config{installbin};  # or whatever

DESCRIPTION
       FOR INTERNAL USE ONLY

       A very thin wrapper around Config.pm so MakeMaker is easier to test.
