Paint Program to Create Hotspot PICT files?

Q Which 8-bit painting application do you use (recommend) to create hotspot PICT files?

A We use Adobe PhotoShop for this. Run it in 8-bit color with the system palette, and use a picture of the palette with the eyedropper to make hotspots.
